A 34-year-old York Regional Police officer has been sentenced to 16 months in jail following a sexual assault investigation conducted by the Special Investigations Unit (SIU). A parallel Police Services Act investigation is also being conducted by the York Regional Police Professional Standards Bureau.
York Regional Police contacted the SIU on January 4, 2015, regarding a complaint of a sexual nature against the officer, which was alleged to have taken place that same day during a traffic stop in the Town of Richmond Hill. On June 8, 2015, the SIU charged Constable Young Min Von Seefried with one count of Sexual Assault. He was immediately suspended with pay.
On November 17, 2016, he was found guilty and on February 15, 2017, he appeared before Ontario Superior Court Justice the Honourable Marquis Felix, where he was sentenced to 16 months in jail. Chief Eric Jolliffe has now suspended the officer without pay. Under the Police Services Act, the Chief of Police cannot withhold pay from a suspended officer unless that officer is convicted of an offence and sentenced to a term of imprisonment.
In addition to the 16 months incarceration, Constable Von Seefried will be placed on the sex offender registry for 10 years, he received a weapons ban for five years and will be on probation for 24 months following his prison term.
“It is extremely disappointing to have one of our officers charged and convicted criminally. However, it is by no means a reflection on the hard-working men and women of York Regional Police, who are professional, dedicated and do their jobs every day with integrity and respect,” said Chief Eric Jolliffe. “We want to assure our community York Regional Police will not tolerate any behavior that victimizes citizens. We are committed to our value of accountability and we take any allegation against our members very seriously.”
Constable Von Seefried has been employed with York Regional Police since May 2006. He was assigned to #5 District Headquarters in Markham where he worked uniformed patrol.
The investigation by the Professional Standards Bureau is ongoing and, to ensure there are no further victims, photos of Constable Von Seefried are being released. Anyone who had an interaction with this officer that may have been inappropriate is asked to contact investigators.
York Regional Police encourages victims to report incidents of sexual assault. There is no statute of limitations for sexual offences and offenders can be prosecuted well after the date of the offence.
